Unlike a phone, there is only one transmission at a time which means that after you hear a message on the walkie talkie and the person who is giving the message also indicates that they are done, you can then respond by using the transmit button to give your message in return.
It is not necessary to have an outside network in order for your walkie-talkies to work. You can buy a set of walkie-talkies take them out of the box, set them to their correct dial and start having a conversation when you have a set with strong transmitters using the high power channels.
